Bac Ninh Approves Revised Infrastructure Project for Industrial Cluster Worth Over VND 1,190 Billion

The Lan Son Industrial Cluster project has undergone further revisions to its scale and schedule, with total investment now exceeding VND 1,190 billion, to be implemented in three phases.

The People’s Committee of Bac Ninh Province has issued a decision adjusting the investment policy for the project “Infrastructure Investment for Lan Son Industrial Cluster” in Bac Lung Commune, while approving Khai Hong Vietnam Co., Ltd. — a representative of Wenzhou Hendy Mechanism and Plastics Co., Ltd. (China) — as the designated investor.

According to the revised decision, the project’s total investment is VND 1,194.76 billion (equivalent to approximately USD 47.6 million), of which the investor’s equity contribution exceeds VND 918 billion, with the remainder sourced from loans and other fundraising.

The project will be implemented in three phases:

Phase 1 covers an area of 22.44 hectares, including over 12.49 ha of industrial land and nearly 3.83 ha of green space and water surfaces. The investor is expected to complete all legal procedures and technical components by December 2025, with secondary investor recruitment beginning from January 2026.

Phase 2 covers an area of 18.7 hectares, including over 12.56 ha of industrial land. Technical components are to be completed by June 2026, with investor recruitment starting from July 2026.

Phase 3 covers an area of 25.29 hectares, including over 17.2 ha of industrial land. Infrastructure is to be completed by December 2026, with secondary investor recruitment beginning from January 2027.

Wenzhou Hendy Mechanism and Plastics Co., Ltd. will contribute 100% of the equity capital across all three phases, totaling over VND 918 billion (approximately USD 37 million). The company is a Chinese enterprise specializing in precision mechanical engineering and industrial plastic products.

The Bac Ninh Provincial People’s Committee has approved land allocation without auction or bidding, as the project does not utilize state budget funds and is consistent with the approved industrial cluster planning.

Relevant departments — including the Department of Finance, the Department of Natural Resources and Environment, the Department of Construction, the Department of Industry and Trade, and the People’s Committee of Bac Lung Commune — have been assigned to coordinate in supervising and guiding the investor to implement the project in compliance with applicable legal regulations.
